A Total of 10.6 Billion Won(9.5 Million USD) Reimbursed for Re and By-election Expenses

The National Election Commission (NEC) of the Republic of Korea paid a total of 10.6 billion won (approximately $9.5 million USD) to the candidates who participated in the Re and By-election on April 7 for the reimbursement of election expenses and the expenses to be borne by the state.

 

The reimbursement was paid to 50 candidates in total(70% of the whole 71 candidates); 45 candidates who was either elected or obtained over 15% of total valid votes were paid for the whole amount of election expenses, and 5 candidates who obtained over 10% and less than 15% of the total valid votes received 50% of the whole amount they expended.

 

The NEC paid 9.5 billion won($8.5 million USD) for the reimbursement of election expenses and 1.1 billion won($1 million USD) to be borne by the state for preparing and dispatching Braille election bulletins regardless of the election result or percentage of votes they received.

 

The NEC organized an audit team to inspect political funds, examined the written documents and carried out the on-site inspection, and thoroughly reviewed the validity of claims for reimbursement from April.

 

As a result, 750 million won($670,000 USD) of claims were rejected including the reimbursement of 587 million won($520,000 USD), and the expenses of 164 million won($140,000 million USD) to be borne by the state.

 

The main reasons for the rejection of claims were: ▲410 million won($360,000 USD) where the claim was made in excess of the normal transaction price such as printing cost of election bulletins ▲ 90 million won($80,982 USD) for election expenses of preliminary candidates who are not eligible for reimbursement ▲ 20 million won($17,946 USD) for costs other than election expenses ▲ 230 million won($200,000 USD) for miscellaneous reasons

 

The National Election Commission (NEC) announced that it would request the return of reimbursed funds and take strict measures if any violations such as use of expenses by illegal acts, reduction or omission on election expenses, receipt of rebates through dual contracts, use of political funds for private purpose, or illegal expenditure are found even after the reimbursement has been made.
