    ‣ The voters who can apply for mail-in voting are as follow:

     

    1) the confirmation of the head of Tong/Ri/Ban for the voters with severe physical disability,

    2) the confirmation of the commander or the police office which a service person or police official in the barrack far from the absentee polling station is belonged to and

    3) the confirmation of the head of relevant institute or facility for those living in a hospital, nursing home, camp or prison (Include detention centers).

     

     ‣ In addition, 4) the voters living outside Gu/City/Gun(Municipal District) which controls the district in which the election will be held also can have a vote after applying for the absentee voting.

    ‣ It is the voters list that is integrated and managed nationwide in one electoral register by computerizing paper voters lists which was prepared by each Gu/City/Gun(Municipal District).

     

    ‣ By using the integrated electoral register, the voters can cast a vote anywhere the absentee polling station is placed prior to the Election day without applying for the absentee voting.

     

    ‣ However, the voters who has a difficulty in moving due to physical disability can have a vote in a method of residence voting by post mail after applying for the absentee voting as before.

    It is to prevent random candidacy or an overheated election and to guarantee the sincerity of the candidates.

    Election campaigns are allowed from the day after the closing date of candidate registration to the day before the Election Day and no campaign whatsoever is permitted on the Election Day. The election campaign period depending on the type of an election is different as follows:
    • Presidential election : 22 days
    • Election for the National Assembly members / Election for Local Council members and the Head of Local Government : 13 days

    The ballot counting procedure begins with the end of the voting at the centralized counting station and proceeds even in the nighttime except under unavoidable circumstances. All ballot boxes are to be carried to the counting center from each polling station after the close of voting. When they are arrived at the center, counting workers open, arrange, sort and count ballots under the supervision of counting observers and electoral officers. As the counting is finished, commissioners review tabulations and the chairperson of EC announces results. Finally, the results are reported to the upper EC.
