Reporting as an Overseas Absentee

A person who is registered as a resident in the Republic of Korea and intends to vote from abroad (a person who departs the Republic of Korea before the commencement date of the early voting period and is scheduled to return after the date of the national referendum, or a person who stays or resides abroad and will not return to the Republic of Korea by the date of the national referendum) shall file a report as an overseas absentee.

Procedures for Reporting as an Overseas Absentee

• Reporting Period for Overseas Absentees: For 20 days from the day following the date on which the President promulgates the proposed constitutional amendment
• Method of Reporting as an Overseas Absentee: Report to the head of the competent Gu/Si/Gun by written document (submission in person or by mail), E-mail, or through the website of the National Election Commission (ova.nec.go.kr)

  ※ A person staying or residing abroad shall file the report via a diplomatic mission

Preparation of the List of Overseas Absentees

The head of the Gu/Si/Gun shall prepare the list of overseas absentees based on the overseas absentee reports filed for 7 days from the sixth day after the expiration date of the reporting period.

※ Where the expiration date of the period for preparing the overseas voter register, etc. falls later than the 34th day before the date of the national referendum, no separate period shall be provided for inspection, etc. of the overseas voter register, etc.

Finalization of the List of Overseas Absentees

The list of overseas absentees shall be finalized on the day following the expiration date of the preparation period.

※ If the expiration date of the preparation period for the list of overseas voters, etc. is earlier than 34 days before the national referendum, it shall be finalized on the 10th day from the day after the expiration date of the preparation period.
