Reporting as an Overseas Absentee

A person who is registered as a resident (including overseas Korean resident registration) and intends to vote from abroad shall file a report as an overseas absentee.
The procedures for reporting as an overseas absentee are as follows. During the reporting period for overseas absentees (from the 150th day before election day to the 60th day before election day)

    ① Persons subject to reporting as overseas absentees who reside in the Republic of Korea (submit an overseas absentee report to the head of the Si/Gun/Gu)

  • File a report through the website of the National Election Commission

    ② Persons subject to reporting as overseas absentees who stay or reside abroad (submit an overseas absentee report to a diplomatic mission (overseas voting manager))

  • File a report through the website of the National Election Commission

The head of the Si/Gun/Gu shall prepare the list of overseas absentees for 10 days from the 49th day before election day.
*An application for withdrawal may be filed during the reporting period for overseas absentees or until the expiration date of the period for preparing the list of overseas absentees.
The head of the Si/Gun/Gu shall make the list of overseas absentees available for inspection for 5 days from the 39th day before election day, and shall receive objections to the list.
*Whether a voter is entered in the list may also be verified on the website of the Ministry of the Interior and Safety and at overseas diplomatic missions.
*Where a qualified voter who has filed a report as an overseas absentee is omitted from the list of overseas absentees, he/she may file a written application for entry therein by the day before the finalization date of the list.
The list of overseas absentees shall be finalized on the 30th day before election day, and shall remain effective only for the relevant election.
