Application for Registration as an Overseas Voter

A person who has no resident registration and is not entered in the overseas voter register pursuant to Article 218-13 of the Public Official Election Act, and who intends to vote from abroad, shall file an application for registration as an overseas voter.

Procedures for Application for Registration as an Overseas Voter

• Application Period for Registration as an Overseas Voter: For 20 days from the day following the date on which the President publicly announces the proposed constitutional amendment
• Methods of Application for Registration as an Overseas Voter:
  • ① File an application in writing by visiting a diplomatic mission in person
  • ② File an application in writing in person to an official working at a diplomatic mission that circulates the competent jurisdiction
  • ③ File an application by mail or electronic mail
  • ④ File an application through the website of the National Election Commission (ova.nec.go.kr)

※ In cases of ① and ②, a citizen of the Republic of Korea may submit, by proxy, an application for registration as an overseas voter of his/her family member (his/her spouse, and the lineal ascendants or descendants of himself/herself or his/her spouse)

※ A voter who is entered in the overseas voter register finalized for the immediately preceding Presidential Election or the Proportional Representation National Assembly members election held due to the expiration of term may vote without a separate application
(However, where any entered information in the overseas voter register has been changed, he/she shall file an application for modification registration during the application period for registration as an overseas voter, and whether he/she is entered therein may be verified on the Internet reporting and application website (ova.nec.go.kr))

Preparation of the Overseas Voter Register

The National Election Commission shall prepare the overseas voter register based on applications for registration as an overseas voter, applications for modification registration, and the overseas voter register, for 7 days from the sixth day after the expiration date of the application period.

※ Where the expiration date of the period for preparing the overseas voter register, etc. falls later than the 34th day before the date of the national referendum, no separate period shall be provided for inspection, etc. of the overseas voter register, etc.

Finalization of the Overseas Voter Register

The overseas voter register shall be finalized on the day after the expiration date of the preparation period.

※ If the expiration date of the preparation period for the list of overseas voters, etc. is earlier than 34 days before the national referendum, it shall be finalized on the 10th day from the day after the expiration date of the preparation period.
