The National Election Commission signed a Memorandum of Understanding with SK Telecom and KRSYS Corporation on November 19 to run a system through which political funds can be raised via smartphones.

“Political Fundraising System via Smartphone” is one that enables people to make political donations anywhere anytime as if they paid phone bills or utility bills using the “Smart Bill App” installed on their smartphones.

The Secretary General of NEC, Mr. Moon Sang-Boo stated that the “Political Fundraising System” would allow users easy access and encourage donations by the young as it remains accessible at all times of the year. He also asked for people’s active support and participation to attract a number of donations in small amounts.  

According to the NEC, the number of smartphone users has gone beyond 35 million and our lifestyle has become more mobile and smartphone-based. It is expected that the “Political Fundraising System via Smartphones” will perfectly fit into this new environment.

The NEC elaborated on its plan to run this system for individuals including public officers not allowed to join a political party and the teaching staff at private schools to make political donations to election commissions and expand its use to political fundraising by Political Fundraising Associations for National Assembly members next year.

SKT customers are able to use the APP already installed on their smartphones while LGT or KT customers may be able to install the APP “Smart Bill” to have access to the “Political Fundraising System via Smartphone”.

For further instructions, please follow the steps below:

1. Access the App "Smart Bill" installed on your smartphones

2. Select "Make Your Donation to Election Commission"

3. Put in your personal details and the amount to be donated

4. Make a payment via bank account transfer, credit card (including using points), methods for a small-amount payment, etc.
