= The NEC and KT held an MoU Signing Ceremony

for Internet Mobile Voting Service =

The National Election Commission(NEC) held an MOU Signing Ceremony with KT(Korea Telecommunication) to provide Internet Mobile Voting Service to the public on June 4.

At this ceremony, the NEC and KT agreed to cooperate each other for stable management of Internet Mobile Voting Service which is a service progressed for social responsibility and improved public awareness on internet voting.

The Internet Mobile Voting Service combines the NEC''s expertise and experiences in managing elections as well as KT''s ICT and infrastructure: it is expected to raise the turn out with easy and convenient voting method simply using a computer or smart phone. In addition, the voting and counting process can be streamlined with internet voting instead of using a ballot paper.

Secretary general of the NEC, Mr. Moon Sang-Boo, and CEO of KT Global&Enterprise, Kim Hong-Jin participated in this event.

Mr. Moon said that Internet Mobile Voting Service enables the public to easily cast a vote anywhere via a computer or mobile phone, which will eventually activate the online participation of the public and resolve social conflicts. In addition, it will be significantly helpful in making a social consensus on adopting electronic voting/counting system to the public official election.

In addition, Mr. Kim said that KT will concentrate all efforts in Internet Mobile Voting Service with stable communications infrastructure and state-of-the-art IT. It will contribute to the development of democracy by providing the opportunity to participate for the public.

The service will be applied on neighborhood elections like elections for school or representatives of apartment residents from July in earnest.

The NEC expressed its expectation that this service will be beneficial for elections of elementary, junior high and high schools, elections of executives in private sector that needs publicness and voting for deciding policies in public sector. Especially, it will show its real worth at the election for representatives of apartment residents which has had doubts about representativeness because of the low turnout.
