▣ 재외선거권자

- 국외부재자

주민등록이 되어있는 18세 이상(2007년 6월 4일에 태어난 사람까지)의 대한민국 국민으로서 외국에서 투표하려는 사람

- 재외선거인

주민등록이 되어있지 않은 18세 이상(2007년 6월 4일에 태어난 사람까지)의 대한민국 국민으로서 외국에서 투표하려는 사람

▣ 신고·등록신청방법

- 인터넷 이용(ova.nec.go.kr) QR코드 삽입

- 공관 방문 ‧ 순회 접수

- 우편 ‧ 전자우편 이용 ※해당 공관에 문의

제21대 대통령 재외선거

○ 투표기간 : 2025. 5. 20. ~ 5. 25. 매일 08:00 ~ 17:00

(기간 중 공관별로 기간을 달리 정할 수 있음)

○ 투표장소 : 재외선거관리위원회가 정하는 장소

○ 투표대상 : 국외부재자신고인명부 또는 재외선거인명부에 등재된 사람

○ 준비물

- 국외부재자: 신분증명서

※ 신분증명서란?

- 대한민국 관공서 또는 공공기관이 발행한 여권, 주민등록증, 운전면허증, 공무원증 등 사진이 첩부된 신분증명서

- 거류국 정부가 발행한 성명, 생년월일이 기재되어 본인 확인이 가능하고 사진이 첩부된 신분증명서

 

- 재외선거인: 신분증명서 + 국적확인서류 원본

※ 국적확인서류에 사진이 첩부된 경우 별도의 신분증명서는 필요 없음

귀국투표

 

재외선거인명부등에 등재되었으나 재외투표소에서 투표를 하지 않고 귀국한 국외부재자와 재외선거인은 선거일 국내투표소에서 투표할 수 있습니다.

※ 단, 사전투표소에서는 투표할 수 없음.

 

○ 신고기간: 2025. 5. 26.부터 2025. 6. 3.까지

○ 신고방법

- 국외부재자: 인터넷(ova.nec.go.kr), 관할 구·시·군선거관리위원회로 서면(방문 또는 모사전송) 신고

- 재외선거인: 관할 구·시·군선거관리위원회로 방문하여 서면 신고(반드시 국적확인서류 원본 지참)

직전 선거에서 재외선거인명부에 등재된 경우에는 별도 등록신청절차 없이 투표 참여 가능

※ 주소지 등 변경사항이 있을 경우에는 변경신청 필요

Period of reporting an overseas absentee: April 4, 2025 - April 24, 2025

Period for filing an application for the registration (alteration of the registration) of an overseas voter: - April 24, 2025

Voting period: May 20, 2025 – May 25, 2025

08:00 - 17:00 every day

(The voting period may differ by diplomatic mission.)

To vote for the 21st Presidential Election, eligible voters shall make a report and register as overseas absentees or overseas voters

- Overseas absentees

A Korean national of 18 years of age or older (born on or 

before June 4, 2007), whose resident registration has been made and intends to exercise his/her voting right in a foreign country

- Overseas voters

A Korean national of 18 years of age or older (born on or before June 4, 2007), whose resident registration has not been made and intends to exercise his/her voting right in a foreign country

 

How to make a report and register as overseas eligible voters

- Via Internet website (ova.nec.go.kr) or QR code

- Visit a Korean Embassy or Consulate in person or file a written application in person with a diplomatic or consular mission’s employee who travels around its jurisdiction

- By mail or email ※ Please contact the relevant Korean Embassy or Consulate.

Overseas Election for the 21st Presidential Election

 

○ Voting period: 08:00 – 17:00, May 20, 2025 – May 25, 2025

(The voting period may differ by diplomatic mission.)

○ Voting place: The place designated by the Overseas Election Commission.

○ Eligible Voters: Korean nationals enrolled in official lists of overseas absentee voters or overseas eligible voters

 

○ Required documents

- Overseas absentees: An identification certificate

 

※ Identification certificate

- A certificate issued by a government office or public institution of the Republic of Korea with his or her photo that could verify his or her identification affixed, such as a passport, resident registration certificate, certificate of a public official, or driver’s license

- A certificate issued by the government of the country in which he or she sojourns with his or her photo affixed and his or her name and date of birth stated, which could verify his or her identification

 

- Overseas voters: An identification certificate and original copies of the documents required to identify the nationality

※ Additional identification certificates are not necessary if a photo is attached to the documents that identify the nationality

Return Voting

 

Overseas absentees or overseas voters, who are enrolled in the official list of overseas eligible voters but return home without casting their vote at overseas polling stations, can cast their vote on election day at the polling station in Korea.

* However, they are not eligible to vote at early voting polling stations

○ Period of reporting: May 26, 2025 – June 3, 2025

○ How to make a report as overseas eligible voters

- Overseas absentees: Via Internet website (ova.nec.go.kr), or by writing to, visiting, or sending a facsimile to the competent Gu/Si/Gun Election

- Overseas voters: Visiting the competent Gu/Si/Gun Election Commission in person original copies of the documents required to identify the nationality required)

• Once registered, overseas voters can extend their eligibility to participate in overseas elections.

Those who are enrolled in the official lists of overseas eligible voters during the immediately preceding election can participate in the election without an additional registration process.

※ Absentee voters must make a report for each election.

※ Alteration of the registration is required if there are any changes including the address.

• In areas with a substantial population of overseas Koreans, additional overseas polling stations may be established.

※ Please contact the relevant Korean Embassy and Consulate regarding the establishment of (additional) polling stations.
