Vote Counting Procedure

General – vote counting at home

- In accordance with the vote counting procedure of domestic elections

Overseas ballots shipped to Korea ⇒ votes counted
  1. ① Overseas ballots shipped to Korea
    1. Overseas ballots shipped to Korea
      Overseas ballots shipped directly to Korea by overseas returning officers immediately following the termination of the overseas voting period
      Sealed ballot envelopes and boxes checked by the Minister of Foreign Affairs and Trade and sent to the National Election Commission
    2. Overseas ballots sent by registered mail
      Sealed ballots are sent to Si/Gun/Gu election commissions by registered mail
    3. Overseas ballots accepted
      Overseas ballots which have arrived by the closing time of the election are accepted by Si/Gun/Gu election commissions
    4. Overseas ballots dropped into ballot boxes
      Overseas ballots dropped into ballot boxes under the supervision of commissioners recommended by each political party
  2. ② Vote counting at polling stations by Si/Gun/Gu election commissions
    1. Overseas ballot boxes shipped
      to vote counting stations
      Overseas ballot boxes transferred to vote counting stations under the supervision of counting observers after the election is closed
    2. Vote counting
      Overseas ballots placed in boxes separate from other ballots for counting under the supervision of counting observers

In case of emergency – votes counted at overseas diplomatic missions

  • When it is acknowledged that overseas ballots cannot arrive at Si/Gun/Gu election commissions by 6 pm on election day for inevitable reasons such as natural disasters, war and riots, the National Election Commission may give the Overseas Voting Committee authority to count the votes.
  • In this case, overseas ballots are not shipped to Korea.

  1. Overseas ballots kept
    Overseas ballots kept in the vaults of diplomatic missions or in other secure locations by overseas returning officers
  2. Ballots counted
    Ballots counted after 6 pm on election day under the supervision of counting observers
  3. Report and notification of the result of vote counting
    The result of vote counting reported to the National Election Commission
    The result of vote counting notified to the Si/Gun/Gu election commission immediately
  4. Final announcement
    Overseas Voting Committee
